I own the Ultimate Edition of the game on Xbox and it's like I've said, every little piece of DLC that has currently been released as a standalone is part of the 2 Season Passes or has been given for free by Milestone. Well, what this reviewer says is simply not true.

People like you are just completely uninformed and unaware of what they buy and then complain because what they bought is different to what they thought it was gonna be.
